AREA OF CONSIDERATION: Area 1 Permanent technicians Enlisted members currently employed in the Puerto Rico Air National Guard. Area 2 Enlisted members of the Puerto Rico Air National Guard and personnel that meet all requirements to become an Airman in the Puerto Rico Air National Guard. Learn more about this agency Responsibilities As a AVIATION RESOURCE MANAGEMENT SPECIALIST (D1891000), GS-2101-9, you will plan, implement, and control all operational administrative aspects of aircrew resource management, aircrew training, aircrew incentive pay, various Air Force forms, Aviation Resource Management System (ARMS) control, ARMS interfaces, operational reports, technical guidance, and training of assigned aviation resource management personnel. This is accomplished through the: interpreting and administering of laws and regulations; directing, controlling, and monitoring the resource and training requirements of assigned rated and non rated aircrew for mission accomplishment and safety of flight; and serving as the overall ARMS database manager, analyst, and administrator for the Wing. As required, the position periodically performs Flight Services Specialist duties. Physical Demands: Work is sedentary and employee may sit comfortably to do the work, but it may involve some walking, standing, bending, or carrying of light items such as papers, books, or computer associated parts or software. Working Environment: Work is typically performed in an office environment that involves everyday risks or discomforts that require normal safety precautions. The area is adequately lighted heated, and ventilated. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Possess or be able to acquire a SECRET security clearance. May be required to successfully complete a probationary period. Proper protective equipment must be used to comply with safety standards. Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603). Acceptance of the position constitutes concurrence to wear the appropriate military uniform. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Loss of military membership will result in immediate loss of your full-time military technician position. Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position. In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following AFSC 2C7XXX or 1C0X2. Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation. SPECIALIZED EXPERIENCE: Applicant must possess more than TWENTY FOUR (24) months of specialized experience performing or supervising duties such as advises aircrew members when pay entitlements change; providing accurate and timely historical incentive pay records; monitoring the resource and training requirements; evaluating the effectiveness of the program managed and in developing strategies; applying flight management principles and methods; and determining eligibility and entitlement to incentive pay. INDEFINITE: This position is advertised against a valid man-year until 30 September 2018. If funding becomes available, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Education Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Education Undergraduate and Graduate Education: Major study accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
