Your Opportunity As a qualified project controls professional at Stantec, you will apply skills in cost controls, communications, and problem solving in a fast-paced, professional, design and construction environment. Your Key Responsibilities Accountable for the performance and results of other contract administrator staff. Performs pre-contract reviews, prepares implementation plans Coordinates with internal and external stakeholders Ensures contractor is compliant with policies and procedures Recommends procedural improvements that will improve the efficiency or effectiveness of procurement and subcontract administration Oversight of issuing requests for information (RFIs) Oversight of issuing requests for proposals (RFPs) Manage the bidding process and contract terms to ensure the RFPs and bids comply with federal and local laws and regulations Follow Agency, State and Federal procurement standards Makes recommendations for award of contracts to Procurement Oversight Board Responsible for identifying non-compliance issues Responsible for issuance of properly authorized awards/contracts Responsible for timely resolution of contractor claims Manage cradle to grave contract management (pre-award to file closeout) Oversees full range of contract management and administration activities associated with contracting engineering and construction services for a project or program. Responsible for leading a team of contracts administrators with responsibilities that include qualifies suppliers, issues requests for proposals, evaluates proposals, maintains contract files in accordance to established procedures. Your Capabilities and Credentials Must have excellent attention to detail and commercial/risk awareness Job position requires excellent analytical skills, strong business writing and communication skills Must be bilingual English/Spanish Customer service oriented Display competencies by analyzing possible solutions and using standard procedures Must be proficient in the use of MS office applications (Word, Excel, Access, PowerPoint) A working knowledge of the Federal Acquisition Regulations (FAR) A working knowledge of the various types of contracts, including Cost Reimbursable, Firm Fixed Price and Time and Materials types. Ability to work in a team environment Ability to work in a fast-paced environment and work well under pressure Ability to be flexible and embrace change Self-motivated and takes initiative Education and Experience Position requires completion of an undergraduate degree. Licensed Lawyer, CPA and PE required,- registered in Puerto Rico. Electrical P.E. preferred. Minimum seven (7) years of experience in contracts administration required. Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
