ICF—together for tomorrow. ICF seeks an Environmental Professional to support Disaster Recovery efforts in Puerto Rico. The position requires a self-motivated candidate able to work as part of project teams, where he/she will support senior staff and learn to solve problems and document solutions, express ideas through strong technical writing and verbal communication, and support technical reports, plans and calculations in a consulting environment. Job Summary The position covers a variety of recovery projects and involves preparation of environmental reviews under federal, state, and local laws; site assessments; soil and groundwater investigations and remediation systems; wetland delineations; cultural resources surveys; and other environmental investigations. This person will be a member of teams providing environmental consulting services to government clients and will initially work under the direction of senior staff. The ideal candidate will evaluate potential environmental impacts of proposed activities in the following substantive areas: land use, zoning, and public policy; socioeconomic conditions; community facilities and services; open space; historic resources; urban design and visual resources; natural resources; hazardous materials assessment; infrastructure; solid waste and sanitation services, etc This person will be a member of teams providing environmental consulting services to government clients and will initially perform under direction of senior staff. Key Responsibilities Follow company safety standards, site safety standards. Complete environmental review checklists. Prepare technical reports, including text, maps, charts, figures, tables. Perform hazardous materials environmental site assessments ("ESAs") and prepare hazardous waste remediation plans. Perform a record review to obtain and review records that will help identify recognized environmental conditions in connection with the property. Perform field observations and testing to determine if a project site is contaminated from past or present on-site and/or off-site activities, including, at a minimum, undertaking Phase I consistent with applicable American Society for the Testing of Material protocols. Where contamination is present, identify the appropriate mitigation measure, the contaminant of concern and the location of the contamination Perform field investigation, inspection, analysis (i.e. Phase I/Phase II Environmental Site Assessment, hazardous material assessment) w/ equipment and instrumentation. Manage, evaluate and interpret chemical, geologic, hydrogeologic, biological and other environmental data, and perform chemical calculations. Apply federal, state and local environmental regulations. Contact vendors; research literature; seek solutions to regulatory requirements. Interact with specialists in other technical practice areas in support of projects. Other activities as required, and based on abilities. Basic Requirements Bachelor's Degree or higher in environmental science, or related field. 5 years environmental professional experience. Team player with strong problem-solving skills, strong written and verbal communication skills, good organizational skills, a willingness to learn, the ability to self-manage multiple tasks and priorities, and the willingness to seek help from senior staff as needed. Proficiency with Microsoft Office software products (Word, Excel, PowerPoint, Project). Primary role is to analyze and review environmental data to ensure compliance with Federal, Commonwealth of Puerto Rico and local regulations.
