Duties HelpDuties Summary This position is located in the Department of Labor, Office of the Labor Management Standards (OLMS), New York District Office or Puerto Rico Office. Learn more about this agency Responsibilities GS-07: With the assistance of a supervisor or a higher-grade Investigator, conducts specifically selected, straight-forward civil and criminal investigations, compliance audits, and routine enforcement activities that provide the employee with an opportunity to strengthen investigative skills. Typical assignments involve analysis of the operations of small to moderate sized local unions where the required facts and evidence are available through the application of standard investigative techniques and established methods and procedures. GS-09: Conducts civil and criminal investigations and compliance audits of union operations or financial practices and performs specific monitoring duties during supervised union elections related to compliance with the LMRDA and related laws. Initiates and arranges for interviews with union officials and other parties involved in the case. Explains the LMRDA requirements and OLMS investigative procedures to gain access to records and gather information, pertinent facts and evidence. Encourages compliance with LMRDA provisions regarding access to records by explaining legal requirements. Examines and analyzes accounting and financial records and the structure and operating practices of local unions. Identifies areas where deficient or conflicting data indicate a need for further probing, gathers evidence, recommends when investigative depositions should be taken, and, as assigned, requests agency and/or grand jury subpoenas through United States Attorneys to secure evidence and develop testimony. Drafts complete, well-documented reports of investigative findings, and recommends appropriate enforcement actions for straight-forward civil and criminal cases. Travel Required 50% or less - Travel is required for training and to perform enforcement activities. The specific salary range for each location is as follows:New York:GS-07: $47,374 - $61,584GS-09: $57,948 - $75,334Puerto Rico:GS-07: 41,365 - $53,773GS-09: $50,598 - $65,778 Job family (Series) 1801 General Inspection, Investigation, Enforcement, And Compliance Series Requirements HelpRequirements Conditions of Employment Appointment to this position may require a background investigation. Requires a probationary period if the requirement has not been met. U.S. Citizenship. This position may be filled either in the New York District Office or Puerto Rico Area Office. The incumbent who is selected for the Puerto Rico location is required to be able to read, write and speak both English and Spanish fluently sufficient to communicate, interpret and translate from one language to the other and vice versa. Applicants who select the Puerto Rico location will be required to interview in both languages. Failure to demonstrate fluency in either language will result in removal from further consideration for this position. This requirement does not apply to candidates for the New York location. Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection. Qualifications Applicants must meet either the specialized experience or substitution of education for specialized experience described below. For GS-07: One year of specialized experience equivalent to the GS-05 level which includes: experience providing assistance to higher level Investigators in researching and applying laws and regulations to identify discrepancies; experience performing compliance work; experience assisting in the examining of financial data and records to compile data and draw conclusions; experience in assisting in conducting interviews to gather information. Or, A bachelor's degree or full four year of undergraduate level education with an overall GPA of 3.0 or higher or one year of graduate level education in accounting, financial management, public administration, business administration, labor management, criminal justice or in a related field. For GS-09: one year of specialized experience equivalent to the GS-07 level which includes: experience reviewing, analyzing and interpreting laws to assure compliance with regulations; conducting simple investigations of the violation of laws; conducting financial record audits/reviews; Experience in researching/gathering information for reports or preparing portions of investigative reports; and experience in providing advice and guidance to the public on regulatory requirements. Or, A Master's OR equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree in labor management, accounting, financial management, public administration, business administration, criminal justice or J.D., if related.
