Learn more about this agency Responsibilities WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs. As a Management and Program Analyst you will: Develop and interpret guidance on program planning, execution, and evaluation. Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives using MS Office Suite Recommend effective operations consistent with policies and objectives Develop long-range program plans, goals, objectives, and milestones. Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Research new or improved business and management practices for application to operating and administrative programs. Research, analyze and adjust tax accounts. GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: -Preparing evaluations for a segment or phase of a broader project or study. -Using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; -Preparing draft reports and other substantive guidelines and materials; -Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; -Performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; -Making recommendations and conduct studies of employee/organizational efficiency and productivity. Experience researching, analyzing and adjusting basic tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies). Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations. OR You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR 3 full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related FOR GRADE 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: experience that demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. Experience researching, analyzing and adjusting complex tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies). Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
