Program Summary Mercy Corps has been operational in Puerto Rico since 1st October 2017. Following Hurricane Maria, Mercy Corps is supporting relief and recovery efforts in Puerto Rico in both rural and urban settings. We have a team in Puerto Rico that is focused on helping local organizations deliver humanitarian assistance and start rebuilding the communities ravaged by the hurricane. We brought our global disaster preparedness and expertise to Puerto Rico and have partnered with municipalities, local nonprofit organizations, and the business community on wide-reaching programs aimed at building resilience and revitalizing livelihoods. The Monitoring and Evaluation (M&E) unit exists to strengthen the monitoring efforts of Mercy Corps Puerto Rico's programs and provides a technical support service to the team. The aim of the M&E unit is to assist programs in specific activities that help quantify, analyze, and document the impacts and outputs of Mercy Corps programs including data collection, data management, data analysis, and mapping. General Position Summary The M&E Assistant will be involved in the daily collection and input of program information and monitoring data. The M&E Assistant will also assist in data analysis and reporting. In addition, the M&E Assistant will help the M&E and Reporting Officer and program teams in surveying, data analysis, and reporting. The monitoring unit works with all Puerto Rico program teams including the Resilience Hub Program, Smallholder Agriculture Program, and the Business Development Program. Essential Job Responsibilities PROGRAM MANAGEMENT Work with program implementation teams to design and utilize effective monitoring tools. Support with database management including entering monitoring data into computer-based data collection system according to schedule, and or supervise this process. Collect monitoring data as directed including conducting interviews and surveys; this will include working with groups of short-term personnel and facilitating data collection and logistics. Work with M&E Officer to track that program-based monitoring activities are being performed according to schedule. Work in collaboration with the M&E Officer to provide timely reports and data summaries. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. SECURITY Ensure compliance with security procedures and policies as determined by country leadership. Proactively ensure that team members operate in a secure environment and are aware of policies. Supervisory Responsibility None Accountability Reports Directly to: M&E and Reporting Officer Works Directly with: Program Managers, Program Assistants, Program Interns, M&E Volunteers and Contractors Knowledge and Experience One-year experience working on the computer in Google Drive and Microsoft Office applications including Google Sheets and Excel is required. Skills in other programs, such as Access or statistical packages is also desirable. Excellent skills using the computer keyboard. Attention to detail and patience to double check data entry is essential. Good basic math skills are essential and general knowledge of spreadsheet formulas and statistical principles is preferred. Comfort and ability to talk to and interview people in a respectful manner while professionally representing Mercy Corps is essential. Advanced English and Spanish required. Legally authorized to work in the United States. Success Factors The ideal candidate will have a natural curiosity for quantifying and articulating the impact of Mercy Corps' programs on individuals and in communities. He/she will also have an interest in exploring the larger factors that influence the success of humanitarian and development programs and the well-being of populations affected by the emergencies. A successful candidate will have skills and a passion for data collection, entry, and analysis as well as the ability to mentor others in these areas. This position requires the ability to work effectively in a team as well as assume individual responsibility for supervision and specific reporting tasks. Living/Environmental Conditions Mercy Corps team member movement is governed by the Standard Operating Procedures (SOPs) currently in place for Puerto Rico as directed by Mercy Corps security focal points. Access to electricity, communications and potable water are available in Puerto Rico. Goods, services and availability of cash in ATMs are available both inside and outside of San Juan. Mercy Corps staff represent the agency both during and outside of work hours and are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
