Utility Partners of America (UPA) is hiring an experienced Operator Qualification (OQ) Compliance Manager to manage and oversee our OQ program for gas and utility operations. This role ensures compliance with PHMSA and DOT pipeline safety regulations and supports field operations by maintaining a fully qualified workforce.
This position is ideal for someone with hands-on experience in OQ compliance, pipeline safety, or utility operations who is comfortable working with field teams, auditors, and contractors.
Job Duties
* Manage and maintain the Operator Qualification (OQ) program
* Ensure compliance with PHMSA, DOT, and state pipeline safety regulations
* Track employee and contractor OQ qualifications, expirations, and renewals
* Conduct and support OQ audits, inspections, and regulatory reporting
* Coordinate with Operations, Safety, and HR to ensure workforce readiness
* Verify contractor and vendor OQ compliance
* Prepare compliance reports and risk assessments for leadership
* Serve as the primary point of contact for OQ systems and processes
Qualifications
* Associate's degree in Safety, Compliance, Business, or related field
(or equivalent experience)
* 3+ years of experience in OQ compliance, pipeline safety, or utility operations
* Strong knowledge of PHMSA and DOT pipeline regulations
* Experience with regulatory audits and inspections
* Experience using OQ systems such as:
* Veriforce
* Energy Worldnet
* NCCER
* ISNetworld
* Strong organizational and communication skills
* Ability to work independently and with cross-functional teams
