At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Plans and conducts investigations involving federal statues governing the international/interstate movement and handling of plant/animal products and regulation of genetically-engineered products. Plans and conducts investigations involving federal statues governing the humane treatment of animals. Plans and executes strategies for conducting witness interviews. Identifies instances when an investigative subpoena is necessary and appropriate, develops a request to justify the issuance of the subpoena, and develops a draft subpoena. Conducts through and comprehensive investigations while managing a large case load, prepares narrative-based, written reports of investigation with supporting evidentiary exhibit. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience finding facts, follow leads, research records, gather evidence, analyze, organize and interpret evidence that involves large data sets, conduct link analyses to determine if adequate evidence exists to establish a relationship among alleged violators, testify in court and build strong cases through the application of sound investigative processes. Experience researching and acting on international and federal law. Experience establishing effective communications with all types of people and organizations; e.g., members of regulated industries, program customers, and other federal, state and local law enforcement entities. OR Completion of 1 year of graduate-level education (18 semester hours) leading toward a degree in Biology, Criminal Justice, or Political Science. OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. Formulates daily plans, manages available resources through supervisor's involvement. Experience Interviewing persons having knowledge of alleged violations; communicates findings through the preparation of reports of investigation. Work is reviewed for consistent legal interpretation/adherence to policy and effectiveness in achieving overall program objectives. Experience testifying in legal proceedings. OR Completion of a Master's degree or 2 years of progressively higher level graduate education toward a degree in Biology, Criminal Justice, or Political Science. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience planning and conducting complex investigations and is occasionally assigned other projects of increased complexity and/or sensitivity concerning violations of federal laws and regulations governing the international and interstate movement of livestock, poultry, and agricultural products; the manufacture and distribution of veterinary biologics; the regulation of genetically-engineered products; and the humane treatment of animals. As cases progress, investigations may grow dramatically in scope and complexity, may cross jurisdictional lines, and may take on other complicating factors. Experience providing technical advice and guidance to lower-grade investigators regarding investigatory techniques and the resolution of jurisdictional conflicts with other enforcement entities. Incumbent is expected to possess experience in the technical aspects of investigations. In this context, the incumbent applies his/her own initiative in devising methodologies and plans for completion of the investigations or other assignments, within prescribed time frames. Interviews persons having knowledge of alleged violations; communicates findings through the preparation of reports of investigation. Work is reviewed for consistent legal interpretation/adherence to policy and effectiveness in achieving overall program objectives. Experience coordinating with all interested parties especially during complex or multi-region or international investigations. Testifies in legal proceedings. OR Completion of a Ph.D., equivalent doctoral degree, or 3 years of progressively higher level graduate education toward a degree in Biology, Criminal Justice or Political Science.
