Now, and for the future. Program / Department Summary Hurricane Maria has devastated Puerto Rico and pushed the island's 3.4 million residents into a desperate humanitarian crisis. Nearly every home is without power, and clean water, food, medicine and fuel are all in short supply. Our emergency response team is working to meet the needs of children and families in Puerto Rico. Mercy Corps will work with local partners to provide emergency services to government/community-identified vulnerable households. This position is expected to last 2-3 months. General Position Summary The Emergency Response Operations Specialist is responsible for the flow and functionality of all operations functions in Puerto Rico including Procurement, Logistics, Assets, Fleet, Warehousing, and Administration. S/he ensures effective systems that support a strategy for healthy, robust and integrated functions of local team members. Essential Job ResponsibilitiesStrategy & Vision Provide program support, enable coordination, supervision and monitoring designed to meet program objectives. Contribute to the strategic planning process and provide regular updates. Procurement Manage relationships and contracts with suppliers for program needs as assigned. Develop procurement documents and manage supplier selection process. Liaise with finance (both field and HQ) to ensure compliance and payment schedules compliance to mitigate fraud, conflict of interest, and legal ramifications of procurement activities. Work closely with program management to facilitate program planning and upcoming procurement resources needs. Coordination Interface with stakeholders responsible for coordinating all supply shipments via the appropriate approval processes. Communicate with local partners in a manner consistent to the program team in terms of documentation of goods. Support interaction and participation in the Voluntary Organizations Active in Disaster (VOAD) Cluster System. Work with all Mercy Corps staff to ensure smooth introduction and adoption of procurement systems. Operations and Administration Hire, orient and lead team members as necessary. Be responsible for full and proper implementation of Mercy Corps systems of management, compliance and control as described in Mercy Corps field manuals contained in the Office in a Box. Fulfill Mercy Corps' Program Management Minimum Standards based on the organization-wide guide. Ensure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, and beneficiary accountability standards. Establish and maintain pipeline of supplies, overseeing the logistical aspects of the operation; oversee NFI, commodity storage and movements as needed. Oversee equipment registration, licensing and insurance using database and file management for administration, procurement, and logistics resources documents. Maintain Mercy Corps office including drafting and reviewing agreements for office and housing spaces; ensure that security standards are maintained at all premises. Develop and periodically review policies specific to domestic response context and communicate them to teams. Ensure that Mercy Corps contracts and business transactions/relationships are transparent and in compliance with United States federal law (including Puerto Rican local law) and Mercy Corps/donor policies. Security Work closely with the response security focal point to develop and maintain systems that ensure the safety and security of the team and which minimize the potential for loss or theft of commodities. Ensure compliance with security procedures and policies. Organizational Learning As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. Accountability to Beneficiaries Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects. Knowledge and Experience BA/BS degree in a relevant field. A minimum of 2 years field experience setting up and managing administration, procurement and logistics systems with humanitarian NGOs Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively. Knowledge of Mercy Corps' systems and procedures (esp. procurement systems) desirable; M&E experience preferred and knowledge of donor regulations helpful. Knowledge of Sphere standards and other training in humanitarian response preferred. Excellent negotiation and representation skills. Effective verbal and written communication, organizational, prioritization and Microsoft Office applications. Excellent oral and written Spanish and English skills are required. Ability to work effectively with a diverse team in a sensitive environment. US work authorization required. Success Factors The successful Emergency Response Operations Specialist will be good at problem solving and have the ability to work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. S/he will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial as well as training capacity, while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. S/he will be able to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment and be willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations. Living Conditions / Environmental Conditions This position is based in San Juan, Puerto Rico and requires up to 20-30% local travel. It is currently categorized as an unaccompanied location. At present, the Puerto Rican government is enforcing a state-wide curfew. Additionally, Mercy Corps team member movement is governed by the Standard Operating Procedures (SOP's) currently in place for Puerto Rico as directed by Mercy Corps security focal points. Work schedules may vary based on availability of electricity and internet connectivity. Access to electricity, communications and potable water are available at varying levels across Puerto Rico, particularly outside of San Juan. Goods, services and availability of cash in ATM's are currently limited both inside and outside of San Juan. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/ short-term assignment to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps' policies, procedures, and values at all times and in all in-country venues.
