Leading Architecture / Construction / Civil Engineering Company is seeking a Policy and Grant Management Director to join an exciting project team that is managing storms homeowner recovery program. They will be responsible for assisting management of all phases of program and project activities that range from small to large in value and a variety of scopes that include engineering, applied science, procurement, construction and /or operations. Directs preparation of work plans, supervises project teams, and manages project scope, budget and schedule. Key Responsibilities/Accountabilities: Reports to the PMO Program Director, responsible for all aspects of policy interpretation and implementation for FEMA and HUD CDBG-DR funding supporting the Puerto Rico Department of Education. Maximizes the policy implementation in support of the clients needs and objectives for overall recovery Coordinates with grant experts in all areas of Federal grants to maximize overall program effectiveness through multiple channels Advises the Program Director on management of compliance measures to ensure that each grant is efficiently and compliantly executed Manages professional staff to support the program and objectives Provides the Program Director regular status and advice regarding program progress payment status and will work to ensure payment performance through the grant process Interface with client and program applicants to facilitate questions and meetings Inspect documents for accuracy against policies and procedures Identify and facilitate conflict and issue resolution Produce status reports May have responsibility for multiple projects. Establishes and monitors project safety and quality programs. Plans, organizes, coordinates, and controls small projects in accordance with the established policies, procedures, systems, and requirements. Supervises daily activities of project personnel including technical and administrative support and ensures that deliverables are produced on schedule and within budget. May function as seller-doer, developing client contacts and relationships, preparing proposals, coordinating contract negotiations, etc., as well as managing project execution. Represents the company to client and maintains client relationship. Responsible for reviewing applicant files and approving final eligibility determination for program benefits Basic Qualifications: 10 years coordination and/or Project Management experience Valid Drivers License required CDBG experience Xactimate experience Residential Construction experience Strong skills in Microsoft Excel Understands relationships between work processes and the business. Organizes own work to meet deadlines set by others. Communicates information, asks questions and checks for understanding. Builds team effectiveness skills within own work team. Desired/Preferred Qualifications: Bachelors Degree preferred Pre-construction and design experience is a plus Utilization of database software is a plus
