Duties Help Duties Summary This position is located in the Office of Field Policy and Management (FPM). FPM supports 55 Field Offices and provides organizational leadership to Regional and Field Office Directors. The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making. Learn more about this agency Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Represents the RA/DRA/FOD in communication and liaison activities with HUD clients, HUD program officials, local leaders, state legislators, representatives of industry, foundations, universities, public and private interest groups and the media. Leads and conducts projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. Researches, analyzes, evaluates, and reports on system-generated data, narrative information, and statistical data, proposes solutions, and develops input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like. Uses modern data tools to clean, manipulate, interpret, analyze and visualize organizational data. Researches, analyzes, and evaluates policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues. Develops and maintains constructive relations with local congressional offices and local elected officials. Coordinates and arranges, as directed by the RA/DRA/FOD, briefings for these officials on HUD programs and activities. Proactively maintains liaison with appropriate regional or headquarters officials to identify emerging issues and provide verbal and written responses to congressional inquiries. Specialized experience is: Analyzing and evaluating the effectiveness of agency practices and making recommendations to better establish goals and objectives.; AND Developing cost-benefit analysis of actions and making recommendations to management.; AND Developing and implementing community-based education and service programs through customer needs analysis.; AND Establishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies. For the GS-12: You must have one year of experience at the GS-11 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is: Working with a variety of community revitalization, housing redevelopment, economic development and community outreach initiative; AND Creating community-based education and service programs through analysis of customer needs assessments; AND Analyzing and evaluating issues or problems and making recommendations to management. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. For the GS-12, you must have been at the GS-11level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
