Program Director, Toll Operations is responsible for managing and developing all aspects of the Toll operations in Puerto Rico. This position is accountable to the roll out, implementation, modifications and enhancements of the Operation while having oversight of projects for continual improvement and client meetings. Additionally, participation in industry related activities in Puerto Rico and exercising fiduciary and managerial responsibility over resources and operations in a prudent and ethical manner. This position provides an administrative structure that supports the Puerto Rico Toll Operations Contract. Current value annually is over $23M. Responsibilities Include: Site Operations and Client Management Forward-thinking professional and consensus builder, with success accelerated through the consistent application of time proven principles – listening, learning company needs, establishing sound relationships, and employing a participative approach to developing managers, staff, vendors and customers Diverse operational responsibilities extend into consolidations, expansions, negotiations, mergers, budgeting and forecasting, information services and acquisitions Direct outsourced functions Forecasting and Budgeting /monitoring of expense and revenue Regularly report to the Executive staff Project status to include client issues / satisfaction, KPIs and ongoing initiatives and projects on a weekly basis Manage KPIs to effectively execute the contract and maintain budget numbers Reviews and evaluates all business operations and assures uniform and coordinated business systems, processes and management strategies. Implements executive decisions impacting the tolling division Leads the day-to-day operations and management. Assures short term and long-range planning across the institution for physical facilities, human resources, information resources and financial resources Oversees and provides counsel to each of the operational teams as they make decisions that affect day-to-day operations and make recommendations for changes in university strategies, plans, and policies Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and applicable laws, regulations, policies, and procedures are complied with Client Management Experience in managing and leading businesses, creating strategic alliances, and harmonizing departments, operations and other factors to optimize profitability Comply with local, state, and federal government reporting requirements Corporate strategy, business forecasting, and liaison business units, back office, etc Managing client expectations on a local, federal and state level Planning and Administration Responsible for P&L and financial outcomes for Puerto Rico Toll Develop reports and analyses that are crucial to the management of the business Business Plan Development Formulate long term objectives and plans as well as overall strategy for the project Develops policies, procedures and programs to implement services, increase revenues and enhance cost effectiveness Work with other business units to identify areas of synergy regarding product offerings, effective operational techniques or automation Facilitate the building of strong relationships with new and existing clients/Stakeholders Identify, offer and implement new and existing service offerings to client Promotes an environment that encourages cooperation, collaboration and creativity to advance collaborative efforts. Maintains and encourages open communication among the various constituencies Leads major process improvement projects and/or capital efforts such as major reorganizations of activities Manages Human Resources activities of department regarding: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning Manages project execution to ensure adherence to budget, schedule, and scope Develop implementation plans that include analyses such as cost-benefit or return on investment (ROI) Personnel Management Directs a staff of senior managers to ensure accurate, timely and organized Operations Directs and educates the staff in compliance with various required regulations and customer contract requirements Assists senior management in establishing appropriate, uniform expectations and consequences regarding employee adherence to policies, practices and procedures Coaches and mentors staff and others within management/supervisory role for succession planning Leads and directs a professionally competent staff of operations personnel Develops subordinates’ skills and competencies by planning effective development activities related to current and future jobs, taking into consideration the individual’s motivation, interests, current work situation and personal circumstances Utilizes participative management techniques to gain understanding and commitment of departmental and company objectives Industry Leadership/ Business Development Represent the company in the tolling industry as a respected point of contact and subject matter expert Interface with senior representatives of toll agencies, competitors, and subcontractor partners, as required Maintain ethical behavior and respectful representation of the company throughout industry interactions Maintain subject matter expertise in tolling and transportation arena and leverage professional network to identify and develop sales opportunities Support Sales/Marketing team in achievement of growth objectives by actively supporting strategy, presentations, and proposals Create/write/edit content for proposals, presentations, and client performance reports Work closely with sales teams and management group to ensure progress on business development goals Participate in client performance management processes where appropriate/requested Assist clients to achieve long-term operating excellence MINIMUM REQUIREMENTS Bachelor's Degree- Management, Engineering or Finance field 8+ years managing aspects of an operation, preferably within the Tolling Industry 8+ years direct client management experience 8+ years project management experience 2+ years managing a team in operations or call center environment Applicable experience in the use of technology and an operational understanding of its implications for the organization Experience managing profit and loss for a business unit Account growth of the existing clients Experience in senior management level client relations and support is required in technical, legislative and program/process implementation. Experience with the supervisory challenges of projects that cross organizational boundaries. Excellent spoken and written communication skills both in English and Spanish Strong computer skills including MS Word, PowerPoint, Excel PREFERRED QUALIFICATIONS MBA in Finance or Accounting Represent the company in the tolling industry as a respected point of contact and subject matter expert Interface with senior representatives of toll agencies, competitors, and subcontractor partners, as required Maintain ethical behavior and respectful representation of the company throughout industry interactions Maintain subject matter expertise in tolling and transportation arena and leverage professional network to identify and develop sales opportunities Support Sales/Marketing team in achievement of growth objectives by actively supporting strategy, presentations, and proposals Create/write/edit content for proposals, presentations, and client performance reports Work closely with sales teams and management group to ensure progress on business development goals Participate in client performance management processes where appropriate/requested Assist clients to achieve long-term operating excellence Strong organizational and planning skills that include being pro-active and visionary Excellent written and oral communication skills and presents an image that commands respect from subordinates and peers.
