IEM is looking for a Full Time – Program Manager to join our team. The Program Manager will be responsible for leading and coordinating program operations for PRDOH, ensuring compliance with CDBG-DR/MIT regulations. Manages performance, risk, and quality across teams and subrecipients. Acts as liaison with stakeholders, oversee budgets and schedules, and ensures timely, on-budget delivery of program goals.

Primary Location:

Live within a commutable distance to Guaynabo and Isabela, PR.
Work in an Office Environment with a team.

Travel Requirements:

This position may require travel to complete work assignments or attend meetings.
Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.

Essential Functions:

Serve as liaison between PRDOH or its representative and subrecipients/elected officials on sensitive issues.
Assist and report to PRDOH on overall and specific program activities.
Monitor program performance and implement control tools.
Contribute to strategy development and implementation to meet program objectives.
Lead, coordinate, and evaluate staff and contracted services.
Manage program schedule, budget, and scope.
Implement tools for change management, risk management, and quality assurance.
Identify and resolve program issues efficiently.
Oversee monitoring activities and prepare required reports for PRDOH.
Promote functions that support program success.
Supervise the Program Management team to ensure timely, on-budget results.
Prepare forecasts to track milestones and anticipate roadblocks.
Lead and facilitate public presentations, subrecipient, and stakeholder meetings.
Estimate and manage program workload requirements.
Coordinate and report on subrecipient performance in collaboration with PRDOH.
Maintain full knowledge of program policies, procedures, and compliance requirements (CDBG-DR/MIT).
Monitor subrecipient procurement and report compliance or performance issues.
Ensure compliance with CDBG-DR/MIT policies and communicate updates to all participants.

Minimum Qualifications:

Experience: Five (5) years of experience as a Program Manager, including at least three (3) years of experience with federally funded program or project management.
Degree: Must have a bachelor's degree or higher education from an accredited institution.
Professional licenses and/or certifications related to the required degree, valid in Puerto Rico.
Professional experience in managing FEMA Disaster Recovery Funds.
Bilingual: Fluent verbal and written communication skills in English and Spanish.
Working locally within Puerto Rico.
