Job Description

SUMMARY:
Accountable for coordinating execution of Cost and / or Schedule Management across business unit project portfolio

Will report to the Sr Project Controls Manager
May act as Engagement Manager to assess compliance of project deliverables executed in accordance with scopes of work by vendors, service providers and / or project based workers

Specific responsibilities include but are not limited to:
Lead all aspects of execution of Cost and / or Schedule Management across business unit capital projects portfolio and ensure quality and adherence to project controls standard operating procedures / specifications
Support establishment of business unit capital projects cash flow projections & present to Sr Project Controls Manager
Work cross-functionally to mitigate risks / issues relating to projects, business units
Support project funding process (ILM) and alignment with sponsor goals
Ensure project controls deliverables stay in sync with practices, policies and standard operating procedures
Identify / anticipate schedule slips or cost changes and analyze impact / recommend mitigations
Perform risk assessments to resolve project cost or schedule contingency and monitor drawdown
Project Cost Management
Lead all aspects of execution and track project budget(s)
Support project managers and sponsors to define scopes of work and develop baseline estimates
Support project managers to track scope, cost and resources against approved funds
Establish the general ledger account structure (WBS Element) by projects.
Review contract requirements in the areas of request for proposals and process change orders
Assess project progress through the preparation of the Total Cost Management (TCM) reports
Prepare monthly project accruals
Audit capital project invoices prior to payment
Schedule Management
Oversee execution of the master project plan and schedule for assigned projects
Support generating project baseline plan, maintain and monitor the project master schedule
Develop schedules, activity resources and cost loading, quantity surveying and progress measurement using the Earned Value Management methodology or similar
Collaborate with Project Team, Estimator, Cost Engineers, Clients and Subcontractors to inform and up-to-date project status including schedules progress, staffing requirements, trends and forecasts
Support management team in communicating project schedule analysis and presentation

Basic education & experience:
Doctorate degree.

Or

Master’s degree and 2 years of project controls experience in GMP regulated industry.
Or

Bachelor’s degree and 4 years of project controls experience in GMP regulated industry.

Preferred qualifications:
Skills in balancing multiple responsibilities, priorities, tasks, and projects simultaneously
Good organizational skills, detail-oriented & accurate, analytical skills with demonstrated problem solving abilities
Effective interactions in a team or matrixes environment with facilitation and presentation skills
Experience using industry standard software & applications (SAP, Excel, Word, PowerPoint, MS Projects, Primavera, Power BI and @Risk) as well as Amgen preferred applications such as Efinity, Ariba, CDOCS and e-Builder)
