Your Opportunity This position is contingent on receipt by Stantec of project approval from Stantec's client. Stantec is seeking a Project Manager to support FEMA and other State clients throughout Puerto Rico. The Project Manager, Closeout works in close collaboration with the client, FEMA and other State / Recipient divisions in various stages of the close-out process for the successful closing of projects. This position will be responsible for developing the necessary structure and supervising a team that will work to complete project closeout with a high level of accuracy. It has the task of supervising the process for closing sub-recipient projects to ensure that each applicant has an audit-ready product. This position participates in visits to facilities (site visits) to request project close-out and help ensure that they have been completed in accordance with what was specified within each project worksheet (PW). The position is also responsible for establishing metrics and checkpoints to measure quality assurance in order to minimize or avoid complications at the closeout stage of each Project or Project Worksheet (PW). The Manger is responsible for staying up to date with program policy regulations and changes, and tracking them to ensure compliance. The manager will also be responsible for documenting and communicating the process with all divisions that need to engage in the process, prepare training material, such as but not limited to infographics, schedules, and establishing the metrics and reports at various levels in order to keep stake holders at the various executive levels informed, while addressing the clients' needs. The position works to ensure program deadlines are in compliance, and track/ prepare extension requests when needed. By doing so, we assure close-out is completed accurately and in a timely manner. The position requires diligence, organization and great attention to detail to ensure that all necessary documents are included in the applicant's file before planning and scheduling the close-out site visit. Implementing industry best practices and standardizing the process as much as possible will be key to a successful closeout program. This position requires process development and/or improvement abilities, strong communication skills and the ability to manage communications with diverse audiences. Your Capabilities and Credentials Extensive knowledge of principles, techniques, and practices used in the development and processing of federal funds, especially those from the Federal Emergency Management Agency (FEMA). Proficiency in the use of electronic project management tools. Knowledge of the rules and regulation for awarding federal funds. Knowledge of the workings and organization of relationships between the federal government, state agencies. Knowledge of federal and Puerto Rico laws, codes, and regulations applicable to procurement and contracting. Ability to analyze, comprehend, and effectively interpret information about legislation and a wide variety of specialized complex documents. Be a team player able to work effectively at all levels of an organization with the ability to communicate design rationale and influence others to move toward consensus. Strong risk analysis and problem-solving skills. Proficient in Microsoft Office and related applications, as well as project management and forecasting tools. Excellent project management skills. Excellent written and verbal communication skills in English and Spanish. High level of presence and presentation skills Excellent attention to detail. Critical eye for process development Ability to manage multiple projects in a dynamic environment Ability to work under pressure Ability to prioritize and meet deadlines Education and Experience Fully Bilingual (Spanish and English). Engineering, Architectural, and/or related master's degree, from an accredited university required. 10 plus years of related professional experience and 5 plus years successfully managing and leading a team of professionals or an equivalent combination of experience and training that provides the required knowledge, skills and abilities. Experience in Federal Fund management, particularly FEMA Public Assistance programs. Understanding of the Public Assistance Alternative Procedures (Section 428) Guide for Permanent Work FEMA-4339-DR-PR, preferred. Experience working with Government Agencies / Entities, particularly in Puerto Rico. Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
