Major Duties & Responsibilities:
Responsible for ensuring that program activities and contracts follow applicable federal, state and Puerto Rico regulations .
Provide leadership, training and supervision for, and manage the activities of the Compliance Office including:
Closeout QC Specialists,
Inspections and Scoping Team,
Payment and Contractor Processing Team,
Fraud and Internal Monitoring Coordinator(s), and the
Document Management Specialist.
Investigation and be familiar with Puerto Rico housing laws, norms and procedures.
Develop strategic plans and policies for the CDBG-DR program.
Create and implements policies, standards and procedures to monitor of all parties with applicable regulations.
Guide the development and oversee the maintenance of tools, checklists, processes, and procedures for team activities
Enforces standards to ensure the program are consistent with the norms and procedures implemented.
Maintain open lines of communication with all relevant decision makers and stakeholders to keep all parties informed of regulatory changes as they may apply to the programs.
Develop and maintain protocol for the Fraud prevention, reporting and tracking for the CDBG-DR Puerto Rico program.
Remains acquainted with requirements of the Davis Bacon Act, the Work Hours and Safety Standards Act, the Copeland “ Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing an Urban Development Act of 1968, Minority Business Enterprises and Women Business Enterprise.
Required Skills:
Ability apply the requirements, policies, and procedures of the disaster housing program.
Ability to articulate details of the program in person, over the phone, and in written communication in a manner that is understandable by the client.
Ability to use analytical skills to interpret and evaluate information.
Highly organized and detail-oriented.
Strong customer service skills and knowledge of customer service best practices.
Ability to maintain confidentiality of program information.
Proficiency with Microsoft Office.

Qualifications:
Master degree from accredited college.
Five (5) years of experience working with Community Block Grant Disaster Recovery programs or related regulatory compliance field.
