ICF is seeking a Disaster Recovery Safety Officer who will support government agencies in Puerto Rico in managing federal grants for long-term recovery from 2017 hurricanes. As part of the growing Disaster Management Division, the position involves promoting housing recovery using U.S. Department of Housing and Urban Development Community Development Block Grant – Disaster Recovery (CDBG-DR) funds. Working with a team of construction specialists, the Safety Officer is responsible for managing the safety program and ensuring safe practices on job sites through inspections and training in construction safety practices. The successful candidate will provide their expertise in contingency planning and continuity of operations to implement a successful safety program. Key Responsibilities: The Safety Officer duties are to develop, monitor, and implement health and safety policies that will ensure that program follow health and safety laws and regulations, and to reduce or prevent hazards, dangers, and accidents. Responsible for Developing, analyzing, and evaluating existing or proposed safety policies and procedures Conduct spot inspections at projects to identify potential hazards Assess and report hazard risks Conduct training for construction leads and other relevant stakeholders Enforce compliance with policies and regulations Oversee subcontractor safety staff Basic Qualifications: 5 years of experience as a Safety Officer on construction on construction projects OSHA 30 hour training Certificate in Construction (minimum) Has good knowledge of HUD program and guidelines. Exposure to local community development activities such as affordable housing, anti-poverty programs, and infrastructure development under CDBG Some Direct CDBG – DR experience or exposure to disaster recovery Excellent communication skills and exhibit a high level of professionalism in all communications. Fluency in reading, writing, and speaking English Language Proficiency: bilingual preferred, Spanish and English Knowledge and experience with personal computers in a Microsoft Windows-based environment. Ability to be flexible to handle multiple priorities and to work limited overtime as necessary Knowledge of applicable federal, state and local laws and regulations, guidelines issued by HUD and other related agencies related to disaster recovery, housing and building at a level sufficient to manage the area-wide implementation of disaster recovery policies, programs, and procedures. Professional Skills: Excellent verbal, interpersonal and written communication skills Team player with the ability to work in a fast-paced environment Ability to be flexible to handle multiple priorities and to work overtime as necessary Strong planning and organizational skills Self-starter and able to work independently Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy Excellent problem solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
