Duties Help Duties Summary As a Supervisory Realty Specialist, you will acquire leasehold interests for GSA to house federal agency customer tenants requiring commercial office space, warehouse space, parking and special space. Learn more about this agency Responsibilities The duties of a GS-13 warranted Supervisory Realty Specialist includes substantial coordination and integration of administrative requirements and overall execution of the Leasing Program. Such coordination involves identifying and integrating internal and external program issues that include technical, financial, organizational and other administrative requirements. Exercises leadership in developing, implementing, evaluating, and improving the organization's work processes towards accomplishment of assigned goals and objectives. Plans and schedules the work of subordinates, counsels subordinates on all employment-related issues, makes selections for employment and promotion, establishes employee performance standards, evaluates employee performance, takes action to correct employee misconduct or unacceptable performance up to and including removal. Responsible for the execution and oversight of a wide range of acquisition management, leased space management and lease project management work associated with commercial leasehold interests and procurement transactions. Such duties involve identifying agency space requirements, developing acquisition plans and strategies, performing comprehensive market surveys and building inspections, soliciting interest and offers of commercial office space, analyzing technical reports on offered buildings and space, developing, defining, and negotiating lease terms and conditions, performing cost and price analyses of offers, incorporating complex modifications of terms and conditions into lease contracts, and preparing approval documents necessary to award the lease. Other duties include the oversight of lease enforcement and the modifications of lease contracts through amendments related to complex space provisions to reflect changes in conditions, payments, ownership, the amount and configuration of space, and types of service received. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices. This experience must include performing the following: Lease acquisition including negotiating, preparing and executing real estate contracts; Conducting market surveys and real estate site inspections; Performing real estate project management using project management tools to manage projects from inception to closeout; Conducting cost analyses for real estate transactions; Monitoring lease transactions and documents for procurement and financial accuracy; and, Analyzing and providing technical advice and direction in the development and implementation of real estate policy. SELECTIVE PLACEMENT FACTOR (SPF): In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: This position requires both written and verbal fluency in English and Spanish languages. QUALITY RANKING FACTOR: Must have the ability to acquire and maintain a leasing warrant and complete the appropriate GSA Leasing Certification Program requirements. The leasing warrant and applicable certification program requires completion of either a bachelor's degree or completion of at least 24 semester hours (or equivalent) of business coursework in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Such education must have been earned from an accredited college or university. Education Ability to acquire and maintain a leasing warrant as well as complete all requirements for the appropriate GSA Leasing Certification Program which includes formal training, experience and completion of either a bachelor's degree or completion of at least 24 semester hours (or equivalent) of business coursework.
