Most Significant Change (MSC) Request for Proposals for Training and Technical Assistance for Implementation by Habitat for Humanity’s Puerto Rico Recovery Program (PRRP)

1.Introduction

Organization: Habitat for Humanity International (HFHI) is globally recognized as a leading actor in the shelter and settlement sectors including disaster risk reduction and response. HFHI seeks to not only eliminate substandard or poverty housing and to make adequate shelter a matter of conscience, but also seeks to reduce disaster risks, respond to disasters, and support recovery, by rebuilding hope and homes for disaster affected populations.

In Puerto Rico, HFHI facilitated emergency response to Hurricanes Irma and María in 2017. To support ongoing recovery, HFHI set up a Limited Liability Corporation called Habitat for Humanity International PR, LLC (referred to as “LLC”) to collaborate with the local affiliate Habitat for Humanity of Puerto Rico, Inc (referred to as “Affiliate”) building up infrastructure (physical and human resources) to lead a five-year Puerto Rico Recovery Program (PRRP) focused on homeowner, community and workforce capacity building, housing repairs, rehabilitations and constructions, title and tenure systems improvement and advocacy, and learning and knowledge management. Learning from this holistic approach is a priority, therefore the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is seeking to implement rigorous and informative monitoring for all programs. Most Significant Change (MSC) will be an important component, enabling qualitative discoveries about both the processes and results of the programs.

Methodology: MSC is a monitoring methodology to complement logic model indicator-based monitoring, it can also be used in evaluation. It involves “the collection of significant changes stories emanating from the field level, and the systematic selection of the most significant of these stories” with “regular and often in-depth discussions about the value of these reported changes.”[i]

The process includes ten steps, of which three* are essential.

Ten Steps:

1. Getting started: establishing champions and getting familiar with the approach

2. Establishing ‘domains of change’

3. Defining the reporting period

*4. Collecting stories of change

*5. Reviewing the stories within the organisational hierarchy

*6. Providing stakeholders with regular feedback about the review process

7. Setting in place a process to verify the stories if necessary

8. Quantification

9. Conducting secondary analysis of the stories en masse

10. Revising the MSC process.

Rationale for use: MSC is suitable for monitoring, and perhaps contributing to the evaluation, of Habitat’s PRRP for the following reasons:

·As a new program that is ever adapting, MSC is flexible enough to change with the program.

·MSC will help to identify unexpected outcomes.

·MSC reveals underlying values at multiple levels of hierarchy.

·MSC is participatory and elevates client and community perspectives.

·It incorporates analysis.

·The methodology will build staff capacity through use.

2.Terms of Reference

The PRRP is seeking a consultant who can co-develop and facilitate a multi-day training in San Juan, Puerto Rico, with sessions in both Spanish and English depending on the audience, between the dates of June 8-12; support implementation of a pilot test of MSC the following month, either in person or remotely; and support adapting the methodology for full launch in late July or early August 2020. Candidates may, at their discretion, propose to participate in or guide further steps (such as quantification, secondary analysis or process revision).

Scope: Collaborate with MEAL Officer to develop agenda, invitation and introductory presentation materials for one-week training with Habitat’s PRRP team and allied organizations. Facilitate and lead training in Spanish/ English. Provide ongoing technical assistance (TA) in MSC methodology design, piloting, implementation and use.

HFHIPR specific obligations: Secure all logistics, and act as collaborative partner in the above. Resources include two MEAL team members: MEAL Officer and GIS Specialist who are committed to acting as MSC Champions and training collaborators.

Outcomes: At least 9 members of PRRP team trained and able to participate in MSC, at least 2 team members trained as trainers and able to provide TA, and at least 6 allied organizations trained in MSC. These are negotiable.

Criteria: The qualified candidate(s) will have experience in adult learning techniques and facilitating interactive objective-based training, in-depth knowledge of MSC, the ability to provide ongoing technical assistance post-training, and a plan for ensuring that participants most comfortable learning in Spanish and those most comfortable learning in English achieve similar levels of proficiency in the methodology. Bidders may propose to engage more than one trainer or resource if it improves the expected quality of the outcomes.
