We are looking for the Recruiter to be a part of our Disaster Recover recruiting team. This person will be based out of the San Juan, Puerto Rico office. The Recruiter must possess a thorough understanding of Full-Lifecycle recruiting in a high paced, high volume work environment, preferably with government contracting exposure. Emergency Management recruiting requires us to be prepared with pipelines of candidates at the ready. The selected candidate will actively and proactively attract a quality work force and maintain applicant flow in filling current and future, forecast staffing needs. Essential Job Functions include: Full-life cycle recruiting in our fast-paced environment. Ability to source and create strong networks of local talent. Collaborate with hiring managers throughout the hiring process, assisting and advising them with the development of job requisitions, and recruiting plans. Provide status reports on a regular basis. Manage surge recruiting needs as well as candidate local pipeline development in the Disaster Recovery field. Evaluate applicant resumes, screen applicants, and coordinate applicant interviews. Generates candidate offer letters. Schedule pre-employment drug screens and background checks through external vendors. Review background check results to ensure there are no findings. Initiate onboarding activities. Keep Applicant Tracking System (ATS) updated at all times. Coordinate all activities with local staffing vendors by providing job requirements, reviewing submitted applicants, ensuring background checks and drugs are satisfactorily conducted, as well as providing periodic feedback on vendor employees job performance. Perform other miscellaneous duties as required by management. Represent IEM, promoting its mission accomplishment of past and present, as well as its culture, to applicants. Skills: Must have strong knowledge in all areas of employment recruitment including effective surge recruiting, sourcing methods, pipeline development and competitive compensation practices. High level of skill in the following: project management, verbal and written communication, listening, confidentiality, detail-orientation, organization, negotiation, time management, self-initiative. Must be able to demonstrate a sense of urgency, be results driven and disciplined. Working knowledge of advanced sourcing skills, including Boolean string searches for obscure talent. Ability to manage multiple, concurrent recruiting tasks and prioritize tasks based on competing demands. Willing and able to adjust to multiple demands, shifting priorities and demonstrate flexibility and resilience. Ability to work flexible hours to accommodate work schedules. Proficiency in Microsoft Office, including Word, Excel, Outlook, and Access. Knowledge of employment and labor laws and regulation compliance. Demonstrated experience with Applicant Tracking Systems, LinkedIn, and various job posting boards. Ability to occasionally travel for business. Qualifications: Bachelors degree in human resources or related field required. Minimum of 3-4 years of experience in recruiting required. Experience developing candidate pipelines across multiple states in the Disaster Recovery field, with specific experience in the recovery grants management area experience highly preferred.
