The position serves as an entry-level Architect Recent Graduate assigned to the Office of Construction and Facilities management and receives developmental assignments to prepare for higher level duties. Learn more about this agency Responsibilities The position is being filled under the Pathways Recent Graduate Program. The Recent Graduate Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who have up to six years after degree completion to apply). Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. The program will last for one year (unless the training requirements of the position warrant a longer and more structured training program). This is an excepted service, developmental experience appointment expected to last at least 1 year under the VA Pathways Recent Graduates Program. The VA will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U.S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the VA's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series. This position serves in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined below. Receives progressively more responsible reassignments as experience and training are received to perform the duties of the higher graded position. Provides professional oversight and/or project management for construction or maintenance efforts. Perform scheduling and layout of operations and inspection and surveillance of materials, methods, and equipment used in construction plans and conducts projects according to clear and specified objectives. Work is carried out in accordance with materials, sizes, dimensions, and quantities and costs to be incorporated in formal architectural specifications. Conduct site visits, or is assigned to a construction site. Ensures construction is conducted in accordance with established specifications. Provide routine suggestions to resolve minor problems. The construction activities are located throughout the United States and Puerto Rico. Work schedule: Required to work Monday through Friday, 8:00am to 4:30 pm. You will be rated on the following Competencies for this position: - Architecture - Compliance - Problem Solving Basic requirement for Architect Positions: 1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR 2. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. 2. Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Alternate requirements for GS-07: 1. Successful completion of a 5-year program of study of at least 160 semester hours leading to a Bachelor Of Architecture or higher degree in an accredited college or university is qualifying for GS-07. 2. Applicants with an architecture degree who have appropriate experience as a technician equivalent to grade GS-05 or higher may have such experience credited for grade GS-07 only on a month-for-month basis up to a maximum of 12 months. In addition to meeting the basic requirement above, to qualify for this position at the GS-07 level you must meet the qualification requirements listed below: - Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience assisting in providing professional construction management engineering services in monitoring the work performed for proper use and application of construction materials and equipment; providing technical assistance to the supervisor or senior engineers for a segment of a complex project; conduct daily reviews to ensure provisions of construction contract are completed within the targeted timeline and within budget; conducting site visits and ensures construction is conducted in accordance with established specifications.
