The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers. See Other Information for Locations Learn more about this agency Responsibilities WHAT DOES A BANKRUPTCY SPECIALIST DO? As a Bankruptcy Specialist you will be responsible for advising, initiating, and reviewing the full range of collection actions relative to the most complicated and sophisticated proceedings covered by the Bankruptcy Code. You will serve as an inter and intra agency liaison, program coordinator and technical expert. As a Bankruptcy Specialist you will: Examine legal documents to resolve highly complex issues and determine courses of action. Inspect complex corporate structures to determine the stability of business operations and feasibility of proposed plans. Negotiate adequate protection, cash collateral agreements, and settlement options to protect the government's interest. Advise and coordinate with Service employees regarding the full range of collection actions relative to highly specialized, technical, and complex aspects of insolvency cases to expedite the payment of taxes and secure delinquent returns. Research complex case issues, to apply the law. Provide written and oral responses, court appearances and expert testimony. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. GS-5 LEVEL: You must have 3 years of general experience, 1 of which must beat a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. General experience for this position includes experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR You may substitute education for general experience as follows: 4 year course of study leading to a Bachelor's Degree at an accredited college or university in any field of study. OR GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes basic knowledge of the automated systems, relevant laws, rules, regulations, court decisions, business and legal procedures, policies, principles and practices associated with bankruptcy cases; and basic familiarity with collection policies and procedures; OR One (1) full academic year of graduate education in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies; OR A combination of qualifying graduate education and experience equivalent to that described above. Qualifying experience may have been in accounting, auditing, tax, financial, legal, or other work that required the knowledge and skill defined above. GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes basic knowledge of the Bankruptcy Code, and other relevant laws, rules, regulations and court decisions, specific to collection of Federal taxes through bankruptcy proceedings; basic knowledge of technical, automated systems, business and legal procedures, policies principles and practices associated with bankruptcy cases; and basic familiarity with collection policies and procedures. Qualifying experience may have been gained by researching routine and moderately difficult case issues; determining the appropriate dates for court proceedings, reestablish priority of government claims, monitoring taxpayer compliance, perform dischargability analysis and ensure collection of valid taxpayer liabilities in bankruptcy proceedings; OR Two (2) full academic years of progressively higher level graduate education leading to a graduate degree in a related field of study such as: business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR A Master's or equivalent graduate degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR A LL.B or J.D., if related; OR Combination of qualifying graduate education and experience equivalent to that described above. For Grades 5 through 9: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. In addition to the above requirements, you must meet the following, if applicable: You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
