Duties HelpDuties Summary This is a bilingual position. To be considered proficient you must be able to speak, read, and write in English and Spanish. Selected candidate(s) must reside in Puerto Rico by the effective date of appointment. This is NOT a Work at Home position. Duty Station: Selectee's home address until opening of the Puerto Rico Area Office (PRAO) in San Juan, PR. At that time the employee will be required to report to the PRAO as their regular place of work. Relocation expenses may be paid. Learn more about this agency Responsibilities Develops, organizes, manages and implements the recruitment program, activities and functions of the excepted service employees of the Regional Census Center. Develops a strategic plan for recruitment programs, operations, and goals for the Regional Census Center. Conducts or participates in group recruiting sessions. Analyzes and monitors progress, performance and cost data of a recruitment program to ensure recruitment operations are within specific time limits and budget constraints. Travel Required 50% or less - Position requires 25% local travel and 25% overnight travel. Applicants must meet all qualification requirements by the closing date of this announcement. Selective Factor: This is a bilingual position. Applicants will be required to self-certify proficiency in Spanish as a condition of employment. To be considered proficient you must be able to speak, read, and write in English and Spanish. All applicants must have the ability to converse and translate fluently from Spanish into English and from English to Spanish and accurately reflect the intent and meaning of the original material. GG-0301-07: EXPERIENCE: One year of specialized experience equivalent to the next lower grade level that demonstrates assisting in panning a recruitment program and identifying staffing requirements and size for multiple positions nationwide which includes identifying unique recruiting sources to generate a diverse pool of applicants. Must also have experience in participating in meetings with specialized groups, and gathering information on recruitment programs or activities by conducting interviews of individuals. OR EDUCATION: Bachelor's degree in any area with Superior Academic Achievement OR one full year of graduate education directly related to the position that demonstrates operations management; organizational behavior; managing human resources; personnel management; personnel interviewing; project management; operations research, approaches to managerial decisions; creative writing; advertising; public relations techniques. GG-0301-09: EXPERIENCE: One year of specialized experience equivalent to the next lower grade level that demonstrates implementing a recruitment plan designed to meet unique staffing requirements such as part-time employment, shift work, or second income positions in a competitive labor market through professional employment agencies, state unemployment offices, vocational or technical schools. Must also have experience in participating in meetings with specialized groups, and gathering information on recruitment programs or activities by conducting interviews of individuals. OR EDUCATION: Two full years of graduate education or a master's degree directly related to the position that demonstrates operations management; organizational behavior; managing human resources; personnel management; personnel interviewing; project management; operations research, approaches to managerial decisions; creative writing; advertising; public relations techniques. GG-0301-11: EXPERIENCE: One year of specialized experience equivalent to the next lower grade level that demonstrates A, and B or C. (must meet paragraph A plus either paragraph B or C): A) Experience planning and implementing a recruitment campaign designed to meet unique staffing requirements such as part-time employment, shift work, or second income positions in a competitive labor market. B) Experience preparing recruitment materials aimed at enhancing the understanding of groups or individuals and conducting workshops, seminars, and meetings with organizations, schools, state and local government agencies to stimulate interest. C) Experience participating in meeting with the general public or specialized groups to gain an understanding of programs, services, activities, or obtain feedback regarding recruitment programs or activities and employment opportunities. OR EDUCATION: Three full years of graduate education or the Ph.D coursework in production and/or operations management; organizational behavior, managing human resources; personnel management; personnel interviewing; project management; operations research; approaches to managerial decision making; creative writing; advertising; public relations techniques OR Dissertation on recruitment or staffing, workforce diversity or labor market analyses/statistics. GG-0301-12: EXPERIENCE: One year of specialized experience equivalent to the next lower grade level that demonstrates A and B, and C or D. (must meet paragraph A and B plus either paragraph C or D): A) Experience planning and implementing a recruiting campaign to fill a combination of professional, technical, administrative, and clerical positions designed to meet unique staffing requirements such as part-time employment, shift work or second income positions in a competitive labor market or hard to fill positions such as industrial, low income, or minority groups. B) Experience developing and preparing recruitment materials to reach potential applicants through the news and print media such as radio, television, newspaper, facts sheets, articles, or speeches and informing community of employment opportunities. C) Experience analyzing, evaluating, and developing recruitment program guidelines that define the scope and parameters for implementing recruitment activities which includes materials, deadlines and reporting requirements for use by others in recruiting. D) Experience conducting workshops, seminars, or meetings with non-profit organizations, schools, state and government agencies and cooperating industries or business to provide information regarding recruitment programs and employment opportunities.
