The incumbent shall be responsible for the development and maintenance of all pharmaceutical outcome research and economic analysis programs at the Pharmacy Service. Duties/Tasks may include but are not limited to: Develops, implements, and manages programs to contain drug therapy costs, including participation in the development of disease management programs. Designs and coordinates the implementation of pharmacoeconomic decision analysis tools, including the development of outcome instruments. Designs, completes and report drug utilization evaluations. Designs and coordinates the implementation of pharmacoeconomic protocols. Assist in the design and development of tools and mechanisms to document the outcome(s) and value associated with clinical pharmacy interventions and pharmacoeconomic activities. Provides virtual consultations with providers to assist in improving compliance with National Performance Measures and Monitors. Provides input to the VISN 8 Pharmacy Benefits Management Committee on issues related to cost-effective drug therapy. Assists in the monitoring and reporting of strategic initiatives at the VISN level related to cost-effective drug therapy. Participates in the development and presentation of pharmaceutical product monographs for the VHA National Formulary Leaders group and the VISN 8 Pharmacy Benefits Management Committee. Monographs shall incorporate appropriate economic impact. Coordinates and participates in the conceptualization, development and implementation of VISN-based pharmacy medication and service-related studies and research project. Responsible for coordinating the routine development and maintenance of communication tools by which pharmacy benefits management information can be effectively distributed. Develops and implements dynamic marketing plans for the purpose of achieving multidisciplinary participation and support for pharmacoeconomic decision analysis. Competency based programs to support/document clinical pharmacy and medication therapy management knowledge and skills. Serves as a preceptor in ASHP accredited residency and for Pharm.D. candidates in accredited program (as assigned). Work Schedule: Main Tour of Duty: Monday to Friday 8:00 am to 4:30 pm. May rotate weekends and holidays. Required to be On Call Fi nancial Disclosure Report: Not required Education Debt Reduction Program (EDRP): Authorized To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2019. Basic Requirements : United States Citizenship Education : Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm. D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Licensure : Current, full, active, and unrestricted license to practice pharmacy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. English Language Proficiency . Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Physical Requirements : The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, or driving an automobile, etc. Wearing of a respirator may be required at times in the performance of the duties of this position. As a result, employees assigned to these duties cannot have facial hair or any condition that interferes with the face to face piece seal or valve function of the respirator. Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination). Experience Requirements : Applicants must have at least one(1) year of creditable experience equivalent to GS-12 grade level which is directly related to the position to be filled, OR completion of a 6 year Pharm. D. or formal post-baccalaureate (MS., Pharm D., Ph. D. Hospital oriented degree program recognized by ACPE.To be creditable, the experience must have required the use of knowledge, skills, abilities and other characteristics associated with current professional pharmacy practice. Experience is only creditable if it is post-licensure experience as a professional pharmacist directly related to the position to be filled. Spanish Proficiency: Candidate must be proficient in spoken Spanish. knowledge, Skills & Abilities : In addition to the experience requirement stated above, Pharmacists at this grade level must demonstrate the following KSAs: 1. Knowledge of professional pharmacy practice. 2. Ability to communicate orally and in writing to both patients and health care staff. 3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. 4. Skill in monitoring and assessing the outcome of drugs therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
