Maintain Program Construction Manager informed on all activities and developments
Supervises and mentors all Inspectors and office engineers ; monitors their activities and provides leadership. Provide guidance to inspection staff on the usual CM/inspections tasks such as: invoice review/approval, construction inspection, schedule control, cost control, reporting, progress meetings, contract close-out, etc.
Monitors and reports on construction productivity and schedule performance (including trends) to the l Construction Manager and Program Controls Manager. Takes actions necessary to meet project budget and schedule requirements.
Directs the establishment and implementation of contractor schedule recovery plans as required.
Complete and keep updated metrics forms provided by Program Construction Manager
Manage inspection and Design Services subcontractors.
Coordinates the Construction Completion Inspections and the complete hand over of start-up packages to the Post-construction Manager and supervises the close out of all punch list items.
Review draft contract documents (drawings and specifications) for new projects before they are released for bidding. Participate 60% Design review
Assists Program Construction Manager with client interface and relations.
Reports weekly schedule status to the Program Controls Manager/ Program Construction Manager.
Adheres to Safety, Quality, Ethical Standards, Lessons Learned, and Performance Management programs in accordance with Division Policies, Standards, Guides, and Contractual commitments.
Knowledgeable in OHSA safety regulations.
Negotiate change orders with contractor. Coordinate change order cost estimate preparation.
Coordinate with O&M start up personnel and staff as project completion approaches in order to facilitate a smooth start-up of the new facilities.
Coordinate the resolution of engineering issues during construction with the sub consultants and the Engineering Manager and staff.
Completes the scope of work and prepare work order requisition following CH guidelines to contract inspection and design services during construction .
Qualifications
Over 5 years of responsible Construction Management experience as a lead CM.
Puerto Rico’s PE License
Experience in Engineering Management
Capable personnel manager for inspectors, office engineers, Resident Engineers, Schedulers, Estimators, etc.
Bilingual English/Spanish
Current experience in Puerto Rico
Experience on water and wastewater projects
