Human Resources Specialist (Employee/Labor Relations) San Juan, PR Duties: The Human Resources Specialist (ER/LR) is located within the Labor and Employee Management Relations Section of Human Resources Management Service at the San Juan VA Caribbean Healthcare System (VACHS) and is responsible for the provision and assistance to managers, supervisors, and employees regarding Labor/Employee Relations matters, issues, and actions. Duties include but are not limited to the following: Provide appropriate advice on VA and OPM regulations, Master and Local AFGE and NNU Contracts. Provide advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution. Establish and maintain effective relationships with labor organizations that represent Federal employees, negotiating and administering labor agreements, Provide guidance, consultation, advice and assistance to management on all aspects of employee relations issues such as grievances, disciplinary and adverse actions, ethic, employee assistance programs, performance based actions, Administrative Investigation Boards, and Reasonable Accommodation. Develop and propose courses of action to resolve problems based on knowledge and interpretation of administrative case law, regulations, policies and judgment. Provide labor relations services for bargaining units represented by national labor unions. Utilize a broad knowledge of labor relations theories, principles and practices, knowledge of the objectives, principles, policies and procedures of labor relations and a high degree of judgment and originality in dealing with complex and/or controversial problems. Participate as a member of the organization negotiation team. Prepare for negotiation proceedings by collecting and analyzing information secured from all levels of management, by reviewing grievance files and by discussing problem situations with supervisors and managers, and use information gained to formulate negotiation strategies. Qualifications & Evaluations To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2017. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administering a labor relations program for an organization. Advising management on labor-relations matters, such as contract interpretation, existing precedents, grievances, and unfair labor practice charges. Providing training on labor/employee related issues. Interpreting and applying labor/employee relations policies and advising management on labor/employee relations issues. Conducting interviews to draw out and determine pertinent facts in order to properly advise management on labor/employee relations issues. Representing management in labor meetings and/or negotiations. Drafting formal notices of compliant with regulations and procedures You will be rated on the following Competencies for this position: Administration and Management Analytical Reasoning Conflict Management Customer Service Employee Relations Labor Relations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
