Duties Help Duties Summary The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). See Additional Information for locations Learn more about this agency Responsibilities WHAT DOES A INTERNAL REVENUE AGENT TECHNICAL ADVISOR DO? As an Internal Revenue Agent in the Taxpayer Advocate business division you will serve as an advocate for taxpayers unable to resolve tax related issues through normal IRS channels. You will be responsible for providing technical expertise to the Taxpayer Advocate organization and assist taxpayers in resolving tax disputes without litigation. Your interactions with your customers will mainly be in a virtual environment. The casework covers the complete range of examination issues. You will be considered an "expert" in areas that are often obscure or difficult to apply segments of tax law. With these cases, the final resolution is treated with virtually absolute finality and may be reopened only in the most extraordinary circumstances. Even when cases are not resolved, you will have made a direct contribution towards clarifying the position of each party. Your work may also affect and/or lead to changes in Service examination policies in subsequent tax years. A fair, impartial administration of the tax laws contributes significantly to taxpayer cooperation and voluntary compliance. You will find that each day brings many new challenges, which is exciting and rewarding. As a Internal Revenue Agent you will: Stay current of changes in the Internal Revenue Code (IRC), regulations, the Internal Revenue Manual (IRM), court decisions, Taxpayer Advocate issuances, tax publications, and new legislation. May serve as a member of a task force or be given individual assignments to evaluate examination procedures within the Taxpayer Advocate organization. May serve with a program evaluation team considering technical/procedural issues within the Operating Divisions. May provide training for Case Advocates and taxpayers on technical issues. Advise and support Case Advocates with analyzing complex accounting information, financial statements, legal documents, and other information relative to tax liability. Remedies defects or inadequacies in cases or on issues either independently, within the team, or by referral to the appropriate Service function. Research technical issues to determine and apply tax law to numerous facts presented. Where issues are unclear or where a clear precedent is lacking, determines the appropriate resolution based upon relevant factors including reasonableness and taxpayer equity. Interact with taxpayers, representatives and co-workers in carry out your daily responsibilities. Maintain appropriate liaison and professional contacts with other Operating Divisions of IRS Service organizations. When appropriate, confers with Counsel and compliance functions regarding case development, issue determination and case processing. Obtain and analyze transcripts of taxpayer account information regarding tax return and other germane materials and documents. BASIC REQUIREMENTS: (All grade levels) Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. In addition to the above qualifications, you must possess the following professional accounting knowledges: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledges please refer to http://www.jobs.irs.gov/student/internal-revenue-agentbr.html In addition to the above, you must meet the requirements described below: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Experience that is defined as progressively responsible and diversified professional accounting or auditing work that required: knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; knowledge of corporate financial transactions and financial management principles and practices; and, skill in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part- time work is considered on a prorated basis.
