Duties Help Duties Summary The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). See "Additional Information" for Locations Learn more about this agency Responsibilities WHAT DOES A MANAGEMENT PROGRAM ANALYST DO? As a Management Program Analyst you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will work directly with the National Agreement, IRM, CFR Guide to Processing Personnel Actions, Pay Setting Desk Guide, administrative pay guidelines for pay banding, Performance Management, and Time & Attendance and Career Connector template building. As a Management and Program Analyst you will: Meet with managers and executives within the Service to define the overall goals and objectives of the project. Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment. Conduct in-depth analyses of project data, requirements, and impact of Human Resources programs; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to Federal Personnel Staffing recruitment regulations, policies, practices, procedures. Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations. Must be a U.S. Citizen or National IRS Employees with Career or Career Conditional Appointments Qualifications You must meet the following requirements by the closing date of this announcement. GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience that demonstrates managing projects or programs related to hiring activities from a business perspective. The experience must include working with advocacy focus strategic initiatives and programs in Human Resources (e.g. Hiring, Performance Management, IRS Reporting Center, Gains n Losses, organizational charts, SETR, new hires onboarding, and processing hardship requests). Experience must include working and administering HR systems in an automated HR environment and making recommendations for improvements and administering programs and projects dealing with automated HR tools such as HR Connect, ePerformance and CareerConnector. You must also demonstrate experience applying the laws and policies applicable to human resource operations (i.e. National Agreement, IRM and OPM Handbooks) and demonstrate experience developing written and oral communications on programs or policies for executives, managers or senior leaders' approval. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
