Now, and for the future. Program Summary Mercy Corps has been operational in Puerto Rico since 1st October 2017. Following Hurricane Maria, Mercy Corps is supporting relief and recovery efforts in Puerto Rico in both rural and urban settings. We have a team in Puerto Rico that is focused on helping local organizations deliver humanitarian assistance and start rebuilding the communities ravaged by the hurricane. Disaster Risk Reduction Programming (DRR): Mercy Corps works on disaster preparedness around the globe, particularly in places prone to recurrent disasters. With the impact of climate change, we know that places like Puerto Rico will see more frequent and higher-impact storms in the future. We plan to bring our global disaster preparedness expertise to Puerto Rico and partner with municipalities, local nonprofit organizations, and the business community on a wide-reaching preparedness program. We will work together with the Puerto Rico State Agency for Emergency and Disaster Management and their teams at the community level. We will conduct awareness and capacity building activities around DRR with careful consideration for climate protection, gender equity, and child protection. General Position Summary The DRR Officer will support the Mercy Corps Puerto Rico Team by implementing participatory Disaster Risk Reduction programming in collaboration with community and government partners. With support from the Team Leader, the DRR Intern, and other colleagues, the DRR Officer will design and facilitate disaster preparedness and risk mitigation workshops and Trainings of Trainers from newly established "Resilience Hubs" across the island. S/he will lead on organizing the collaboration with national and municipal government partners to facilitate coordinated DRR initiatives and emergency response. Essential Job Responsibilities PROGRAM MANAGEMENT Collaboratively prepare and monitor a strategic DRR community intervention plan focused on raising awareness around risk and mitigation strategies. Plan and facilitate Trainings of Trainers and community-level workshops that encourage the development of community-based mitigation plans. Support planning and facilitation of regional workshops with community-based organizations and government emergency management agencies. Collaborate with Mercy Corps agronomists and engineers to integrate energy, water, and agricultural elements into DRR community workshop design. Work with DRR Intern to design locally-contextualized DRR guidebook for local organizations. Oversee and approve DRR supplies procurement. Support the establishment of a network of professional licensed drone pilots and their connection to government emergency management agencies in Puerto Rico. Support the M&E and Reporting Officer with DRR project monitoring. Provide technical support on DRR components of impact reports to donors. PARTNERSHIP, REPRESENTATION, AND COORDINATION Contribute to identifying, building, and maintaining collaborative partnerships with local civil society, government emergency management representatives, and other stakeholders. Working directly with community members in disaster, relief and recovery activities. Knowledge and Experience A minimum of 2 to 4 years of expertise related to Disaster Risk Reduction, Resilience, Natural Resource & Environmental Management, Humanitarian Assistance, Disaster Recovery, Community Mobilization and Development, and /or emergency response. 1 to 3 years of experience in participatory rural appraisal tools, workshop facilitation, and training of trainers Partnership engagement expertise, working well with people of all backgrounds and education levels Fluency in English and Spanish required Excellent verbal and written communication skills and a positive attitude Detail-oriented and able to problem-solve Ability to work well independently and as part of a team Computer proficient and savvy, especially strong working knowledge of Word, Excel, and PowerPoint Flexible and willing to work on tight deadlines and on both administrative and program support activities. Experience working with Community Based Organizations, emergency response systems (PREMA, FEMA, security forces, army, fire fighters, or 911 services is a plus. Experience in response humanitarian actions during Hurricane Maria in Puerto Rico is a plus. Authorized to work in the United States is required. Success Factors The DRR Officer will have highly developed interpersonal skills and experience in all phases of project management. S/he will be a skilled facilitator of participatory activities and have experience engaging with diverse populations and delivering curriculum in non-traditional settings. S/he will have demonstrated ability to lead and communicate effectively with team members of varied experiences and work styles, follow procedures, and meet deadlines. S/he is a strong multi-tasker with the proven ability to organize and prioritize competing priorities. In order to be successful in this role, s/he will have proven ability to learn quickly, take initiative, and be accountable for results. The DRR Officer will have a deep commitment to humanitarian principles and values, and demonstrated ability to adapt to different cultural, political, and religious environments. S/he will be able to live and work successfully in those environments and maintain a sense of humour in stressful situations. Living/Environmental Conditions Mercy Corps team member movement is governed by the Standard Operating Procedures (SOPs) currently in place for Puerto Rico as directed by Mercy Corps security focal points. Access to electricity, communications and potable water are available in Puerto Rico. Goods, services and availability of cash in ATMs are available both inside and outside of San Juan.
