Job Summary
This position is designed for a person with particular interest and expertise in disaster recovery, infrastructure, and project management fields. The mandate of this position is to lead damage assessment initiatives on effected infrastructure following natural or man-made disasters. The position requires strong experience, license or certifications in Engineering or Construction fields. It also requires strong verbal and written competencies and technical writing and cost estimating skills and experience. The position may also require, planning, scheduling, costing and project management of infrastructure projects.
Essential Duties and Responsibilities
Perform damage assessments of public facilities and infrastructure to determine eligibility for FEMA funding and extent of applicable damages in accordance with FEMA policies and procedures and make recommendation on reparability of damaged structures.
Develop Project Worksheets (PWs), damage descriptions and dimensions (DDDs) and Scopes of Work. This includes gathering any records, blueprint and other data that may affect funding eligibility.
Conduct detailed estimates utilizing RS Means, CostWorks and FEMA’s Cost Estimating Format (CEF)
Develop Hazard Mitigation Grant Proposals
Provide guidance and ensure special considerations and compliance issues have been address in a specific area of expertise.
Regular interface with FEMA, Local Governments and contractors.

High School Degree or Equivalent
Microsoft Office competency (Word, Excel)
Internet Navigation competency
Technical Writing competency
Construction or Engineering Experience or Training; FEMA experience preferred
Other
Physical Requirements:Work in outdoor conditions during periods of excessive heat. Work in construction areas that require personal protective equipment use.
