Responsibilities: IEM is actively seeking creative and highly talented Benefit-Cost Analysts to be located in Puerto Rico IEM Benefit Cost Analyst will work closely with Hazard mitigation specialists and government program administrators on proving cost effective mitigation activities identified throughout the Puerto Rico territory. Experienced candidates will be responsible for researching past damages, expected damages and have the ability to develop methodologies that will quantify benefits of proposed projects. Required Skills: Excellent oral communication and presentation skills are essential. Demonstrated training or large group facilitation skills desired. Experience using BCA- Benefit Cost Analysis specifically, FEMA version 5.3.0 toolkit Ability to work in a difficult environment with all levels of government and local personnel. Ability to organize and write clear, concise technical reports for delivery to customers is essential. Ability to master new concepts and deliver quality results at an accelerated pace against tight deadlines. Functional usage of Microsoft Word, Excel, Outlook, PowerPoint and SharePoint. Knowledge of FEMA Mitigation Grant Programs and associated regulations. Qualifications: Desired candidates will have a background in one or more of the following areas: Emergency Management, Grant Administration, Engineering, Home owners Insurance Adjustment, Real Estate, Accounting, Social Services, Customer Service Experience with BCA FEMA Toolkit Requires a minimum of 3 years experience with the direct experience in the management and execution of Benefit Cost Analysis Engineering for Hazard Mitigation Grant programs is required. Persons with an Engineering degree may be considered for this position providing a thorough understanding of Cost Benefit Analyses Proficient knowledge base and experience proving cost effectiveness with multiple project types with unknown benefits (Large, small, traditional and non-traditional) Must be able to work on multiple IT platforms Required: Provide one writing sample requesting additional information from an applicant Provide brief narrative of two types of mitigation projects you were involved in and what level of involvement you had, whether it was cost effective or not, and a brief outline of your methodology.
