Job Overview: This Specialty Inspector position will provide support to our Emergency Management Response/Recovery team. Key Responsibilities/Accountabilities: Provides construction oversight and technical advice by reviewing project documents, including, but not limited to: construction scopes of work, design drawings, contracts, bid documents, contractor invoices and disbursements Responsible for assessing special cases of work non-compliance and complaints as related to the programs. They will also assist in damage assessments requiring special engineering considerations for out of the ordinary conditions that may require specialized knowledge and attention to determine if repairs can or cannot be performed in a way that assures overall safety and integrity of the structures. Coordinates activities and mediates disputes between contractors and applicants by participating in design review, pre-construction and in-progress construction meetings as needed. Identifies scope items for punch-lists and performs routine site visits as required. Verifies current construction projects are in compliance with program specifications via site inspections and review of construction documents. Serve as subject matter expert on construction matters Monitors implementation and compliance of OSHA and APTIM safety policies. Develops relationships with key internal/external customers to identify emerging needs Documents daily activities and communications using multiple software platforms. Assist with coordination and execution of utility and service shut-downs and start-ups Track close-out issues Other duties as assigned Job Requirements: Basic Qualifications: Has 10 years relevant experience in residential home building and/or home renovation. Must be a licensed professional engineer (PE) in compliance with Puerto Rico's Act Number 173 of August 12, 1988, and must have at least ten (10) years of experience performing construction inspections. Strong knowl e dge of local codes, zoning requirements and building standards. Must have technical/professional background in QA/QC, engineering, architecture, construction management or similar fields. Ability to perform a site inspections to build residential scope of work and estimate associated costs per HUD guidelines, local codes and zoning requirements. Ability to read/interpret design documents and construction drawings. Ability to explain construction requirements to applicants not familiar with construction. Proficient in MS word and ability to learn new software on demand to complete project requirements. Ability to multitask and complete work assignments independently with minimal supervision/guidance. Effective oral, listening, and written communication skills Strong Customer Service skills required. Possess valid driver's license. Desired/Preferred Qualifications: Experience with CDBG/HUD programs, FEMA, and/or other Disaster Recovery programs is strongly desired. Other Details: Under Section 3 of the HUD Act of 1968, additional preference will be given to Section 3 residents in the Puerto Rico area who meet the requirements of this position.
