Provides leadership, planning, scheduling, supervision and technical support for contractors providing Data Collection Unit (DCU) Network construction activities. This includes assessing telecommunications site acquisition, performing land use analysis in Public Rights of Way, as well as developing and submitting Wireless Telecommunications ministerial and conditional use permits. Collaborates with various internal company departments and external clients (various municipalities and other utility companies in obtaining construction permits and approves standard contracts for site acquisition and DCU construction. Supervises and administers technical field support, assists with DCU construction budget oversight. Responsible for asset replacements, new installations and relocation of DCU units and poles, and network integrity to ensure compliance with company policies and procedures as well as Federal, State, and Local regulations.ResponsibilitiesManages and responds to issues that arise on job site during construction. Solves problems in a timely and decisive manner to ensure quality, safety and compliance on the worksite and to ensure project success. Documents and reports on job progress, labor, equipment and material used. Acts as on-site Company representative and liaison with all state and local government officials as applicable. Responsible for meeting or exceeding all Key Performance Measures including; new construction, inspections and incident reconciliation.Supervises and manages all related DCU and pole compliance and quality/integrity inspection process for the Network. Conducts audits on company contractors to ensure quality assurance and performance expectations are met. Conducts field safety job observations and Construction Inspection Reports on construction contractors. Directs and manages remediation or corrections as needed for all compliance/quality/integrity reviews.Develops project plans, scope of work, budget, schedule and required resources for DCU Network construction projects (approx. 15 to 30 per year) that average $30K to $60K each. Works with city to appropriately interpret ordinances and coordinates projects with engineering, public affairs and city government. Provides oversight and support to vendors, contractors and project team including Architect-Engineering firms on the development of CAD drawings, photo simulations, telecommunications studies, and environmental reports as required by the various municipalities.Negotiates and approves contracts with vendors needed to execute and complete project. Supports achieving the most cost-effective methods for construction and annual inspections of DCU facilities.Assesses viability of DCU telecommunications site, that has been initially requested by Radio Frequency Network group, through field review of actual site and by working with neighborhood private property owners, public officials such as the city manager, and occasionally with elected officials. Performs site acquisition permit approval process and conducts negotiations on standard contracts with various jurisdictions to determine if site is appropriate. Approves standard contracts. Processes and submits public right of way ministerial and Conditional Use Permit applications including the more complex Coastal Commission permitting applications. Responsible for attending and representing the company at Costal Commission meetings, and partners with Public Affairs Managers at town hall and other community meetings.Initiates, negotiates, manages, and oversees the completion of easement, attachment, license, and building attachment agreements with various private property owners, entities, and jurisdictions. Collaborates with Legal and Gas Engineering Land & Right-of-Way to perform due diligence and to ensure that agreements coincide with Company policies.Acts as DCU construction point of contact for residential customers, public officials, first responders, and other contractors. Develops and maintains strong customer relations in order to resolve issues and problems, many involving dissatisfied customers, CPUC complaints or other matters of a delicate nature.Performs and supervises other Operations/Maintenance (O/M) related duties including, but not limited to, supply inventory/asset/warehouse management, asset repairs and maintenance, replacement and relocations of poles and DCUs, and incident tracking.Performs on-call and emergency response for DCU-field related incidents. Responds to and provides work direction during emergency incidents involving DCU pole facilities. Responsible for leading emergency response efforts and coordinating resources to effectively resolve all types of emergency incidents, including natural disasters. Coordinates with Customer Service Field, Claims, Public Affairs, Gas Engineering, and Outreach teams as needed.Perform other duties as assignedWill be required to travel extensively within the Southern California utility service territory.
