Program / Department Summary The Procurement Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services. The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps' beneficiary populations in compliance with donor specifications. General Position Summary The Procurement and Logistics Assistant is responsible for assisting the procurement team in overseeing procurement aspects of Mercy Corps' logistic operations. Working closely with Programs, Administration, Finance and Logistics and directly with Operations, the Procurement & Logistics Assistant is instrumental in supporting the Procurement team in program activities through his/her services. Essential Job Responsibilities Procurement ? Full understanding of MC procurement policies and formats. ? Assists program and operational personnel in regular procurement meetings. ? Assists staff in creating clear and understandable purchase requests and other documentation. ? Assist in the collection of quotations and bids from the market for PRs as assigned by the Procurement and Logistics Officer– as per Mercy Corps standards and formats. ? Assist in preparing the required documentation of supplies and transactions and completed to MC standards. ? Assist the P&L Officer in the preparation of status reports on deliveries for P&L and office Management and recipient of supplies. ? Assist the P&L Officer in the maintenance of thorough procurement files as outlined in the MC procurement policy. ? Assist the P&L Officer and staff with procurement activities as assigned by the P&L Officer ? The Procurement & Logistics Assistant will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Administrative and Logistics Support ? Assist in keeping and maintaining accurate inventory management records, including inventory labelling and tracking in accordance with MC Country Purchase and Procurement Policies. ? Assist in the coordination of any other necessary administrative and office management details as delegated by the P&L Officer. Organizational Learning ? Degree in relevant business field desired. ? 1-2 years of experience in supply chain management. ? Strong organizational skills. ? Ability to interact effectively with international and national personnel. ? Excellent oral and written English and Spanish skills. ? Advanced computer skills on MS Office programs, especially in MS Excel. ? Strong organizational skills. ? A demonstrated ability to multi-task and process information into action as to not delay program activities. ? Professional experience in Puerto Rico and Knowledge of Puerto Rico markets ? A clear understanding of procurement ethics and donor compliance is essential. Success Factors The successful candidate will be conscientious with an excellent sense of judgment. She/he will have the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people.
