This position is part of a Disaster Recovery team. We are not first responders, but when natural disasters strike (e.g, hurricanes, earthquakes, flood waters, tornados, fires, etc.) our team travels to the disaster area as part of the recovery process to help restore the communities. Our primary focus is working with homeowners in the restoration of their houses and property. We are looking for individuals who are willing, able, and readily available to be a part of this team, who can report for work and travel on short notice to disaster sites and remain engaged in the recovery efforts for varying periods of time. Longer assignments will include rotations for travel back and forth between their home and the disaster sites. This position may begin as a full-time contractor and become a regular, full-time position with full employee benefits which include (but are not limited to) medical, prescription, dental, vision, FSA, 401k with employer matching, paid holidays, and paid leave. Position Summary: The role of the incumbent is to plan, direct, oversee, or coordinate activities concerned the assessments of commercial and infrastructure projects to ensure compliance with contractual terms, program requirements, building specifications, change order review and progress payment recommendations. Incumbent participates in the conceptual development of various project(s) and oversees their organization, scheduling, budgeting, and implementation. This position will also entail some business development, and managing the teams that are delivering by managing the project financial, operational, client relationship, and production performance. The incumbent will hold a Project Manager position with some experience in CDBG and strong experience in FEMA and communities with disaster damage recovery under the Public Assistance Program. This includes managing the tasking and review of work products from site inspectors, cost estimators, technical specialists, and environmental/ historic/ insurance specialists. Responsibilities Oversee and monitor the design and implementation of project(s) to ensure project(s) are completed in accordance with project schedule and budget using agency requirements. Confer with supervisory personnel, owners, contractors, or design professionals to discuss, identify solutions, and resolve matters. Plan & supervise projects’ activities to meet deadlines. Analyze Production and optimize performance Monitor compliance with building and safety codes, and/or other regulations. Oversee the inspection and/or review of projects to monitor compliance with environmental regulations. Develop or implement quality control programs Understand client roles, values, and the contracts associated with operational clients maximizing the value of each task, identifying and pursuing potential new tasks, and expanding or maintaining client revenue to the greatest extent possible. Work with the business development team to identify and assist capturing adjacent opportunities or supporting the identification and capture efforts of the development team. Review and approve in coordination with the Client, contractor change orders. Monitor & control potential delays and take appropriate actions to eliminate or minimize their cause and/or impact on the project. Identify, mitigate (with specific actions and processes), and manage risks. Direct and supervise employees performing related activities, such as site reviews and inspections. Attend meetings with Client, Contractors, and IBTS employees at scheduled times. May perform damage assessments of public facilities and infrastructure to determine eligibility for FEMA funding and extent of applicable damages in accordance with FEMA policies and procedures and make recommendation on reparability of damaged structures. Develop Project Worksheets (PWs), damage descriptions and dimensions (DDDs) and Scopes of Work. Conduct detailed estimates utilizing RS Means, CostWorks and FEMA’s Cost Estimating Format (CEF) Develop Hazard Mitigation Grant Proposals Regular interface with FEMA, State and Local Governments and contractors Perform other duties, responsibilities, and activities directed by IBTS Senior Management or others as assigned at any time with or without notice. A minimum of 5 years related experience required. A broad understanding of construction and repair of public infrastructure. Prior FEMA Public Assistance Disaster response and recovery experience in one of the following areas: Public Assistance Coordinator (PAC), Crew Leader, Project Specialist Debris Specialist, FEMA certified Trainer, Hazard Mitigation Specialist (Sections 404 and 406) or Long Term Community Recovery Program Specialist is strongly desired. Bachelor’s Degree in a related field preferred. Professional designation/certification a plus. Due to the nature of the work candidates must pass a background investigation. Must have excellent communication and customer service skills. High level of proficiency in Microsoft Office product suite (e.g., Word, Excel). Physical Demands Must be able to remain stationary in a stationary position while in the performance of your duties The person in this position needs to occasionally move about inside and outside of offices.
