Overview: As a Resiliency Funding Specialist (HMGP) at DCMC, you will play a vital role in managing and implementing hazard mitigation projects aimed at reducing risks and enhancing resilience in our community. This position offers an exciting opportunity to make a significant impact by leveraging federal grants to support innovative mitigation initiatives. The Resiliency Funding Specialist is responsible for supporting, overseeing, and advising clients on the full spectrum of hazard mitigation planning issues. Position assignments are expected to be full-time and in office. Operational Responsibilities: Manage and coordinate assigned tasking to ensure they are completed on time and on budget. Organize and plan assigned project tasks, resources, and schedules. Implement tasks in accordance with company standards and policies. Communicate task status to stakeholders and key project participants. Create and maintain reports to communicate task status (both company and client), including quarterly reports and funds tracking reports. Research, create, and maintain funding program requests, files, and matrices for internal and client reference. Work with funding agency on behalf of client to review and process funding requests, reimbursement requests, advance funding requests, and related requests. Development of program implementation documents to provide support to internal staff and clients, to aid in application development and project/program implementation. Support Resiliency Program Specialist as needed. Serve as reference/program manager/support for clients and internal staff regarding program requirements through project /program closeout of funded projects/programs to ensure compliance with applicable policies, regulations, and requirements. Respond to Project Manager and client to ensure timely delivery of service. Provide program compliance assistance to clients, including development of compliance programs and processes. Provide information for notification to clients of new/revised/available funding options. Provide problem resolution strategies and solutions to resolve client issues and concerns. Administrative Responsibilities Work with proposals team to provide proposal, as requested. Ensure understanding of time allotted for task from Project Manager. Management of time and task to stay on schedule and within budget. Ensure daily time reports are completed and submitted; ensure corrections/revisions are completed as necessary. Initiate and maintain appropriate coordination with other service lines for client needs and satisfaction. Assist with completion of project closeout and archive records upon project completion. Provide reporting information to Project Manager, as requested. Maintain current understanding of program requirements. Technical Skills & Abilities Required Demonstrated experience with hazard mitigation plan development and reviews. Excellent writing skills. (Writing sample may be requested). Excellent data and document management and oral communication skills. Demonstrated experience planning, conducting, and documenting public meetings. Ability to extract and distil information from existing plans and documents. Ability to prioritize tasks and meet deadlines. Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders. Qualifications: High school diploma required. Bachelor's degree in Engineering, Urban Planning, Environmental Science, or a related field preferred. Minimum of 2 years of on hands experience in: FEMA's Hazard Mitigation Assistance (HMA) programs, particularly the Hazard Mitigation Grant Program (HMGP). 44 CFR, HMA Guidance and Part 201 Plan Review Guides, Disaster Recovery Reform Act of 2018 Bilingual (Spanish and English), both oral and written required. Must reside in Puerto Rico Certifications & Skills : Proficiency in GIS software and grant management systems to include DRS (Desired) . Certified Floodplain Manager (CFM) or AICP designation (Desired). CEM, CFM, PMP, or similar certification (D esired ) . Working conditions: Monday to Friday (8:00am to 5:00pm).
