Clarification from the agencyOpen to current permanent FAA employeesDuties SummaryServes as the manager of the San Juan Flight Standards District OfficeResponsibilitiesServes as the manager of a Flight Standards frontline office (FSDO,CMO, IFP). Plans and administers the office programs to promote safety in all aviation activities. Has responsibility and authority for all decision-making in a wide variety of administrative and technical areas. The office promotes the aviation and safety programs, and may certificate commercial and general aviation carriers, pilots, mechanics, and schools.Responsible and accountable for the supervision, management and assignment of multi- disciplined work performed by Aviation Safety Inspectors which includes maintenance, avionics and operations.Responsible for aviation safety activities in a complex and dynamic air carrier and general aviation environment ensuring the promotion of the highest level of safety compliance with regulatory standards utilizing transparency of data exchange to include the identification of hazards and management of risk.Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and either reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable for all assigned office equipment.Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the field office goals and objectives. Applies human relations skills and affirmative action principles within the field office environment.Contacts are primarily within the field office and respective geographic functional area(s) and for the purpose of discussing the status of projects/programs, planning for the future, and coordinating activities. Such internal contacts include Flight Standards, General Counsel, Air Traffic, and Public Affairs and with external customers such as the media, the general public, law enforcement organizations, NTSB, congressional offices, etc.Responsible for making field office policy and procedural recommendations and decisions with regards to air carrier, foreign air carrier surveillance, general aviation, SMS, certificate management functions, and a variety of special multi-organizational projects and activities.Work is reviewed for success in terms of achieving organizational goals and objectives.
