Summary: A s a Technical Specialist - Cost Effectiveness providing services for Federal g rants programs you will participate in the identif ication , develop ment , document ation and support of cost-effectiveness determinations for client funding requests, including: Aiding clients in the identification, development, and documentation of cost-effectiveness requirements, in accordance with the specific program requirements. Facilitating and participating in meetings and communications with reviewing agencies, stakeholders, and clients to develop cost-effectiveness determinations; and Ensuring clients are fully briefed and understand the contents of the cost-effectiveness determination package and the requirements of project implementation (as related to cost-effectiveness). Operational Responsibilities: Conduct benefit-cost analyses (BCA) for projects funded through federal grants, including FEMA Hazard Mitigation Assistance (HMA) programs, Community Development Block Grants (CDBG), and other initiatives. Assess project proposals and feasibility studies to determine potential benefits, costs, and risks. Develop quantitative models and methodologies to evaluate project impacts on economic, social, and environmental factors. Collaborate with project managers, economists, and subject matter experts to gather data and input for analyses. Prepare comprehensive reports and presentations summarizing BCA findings for stakeholders and decision-makers. Monitor and review BCA guidelines, methodologies, and best practices to ensure compliance with federal requirements. Provide technical assistance and support to grant applicants in developing BCA documentation and proposals. Communicate task status to stakeholders and key project participants. Provide problem resolution strategies and solutions to resolve client issues and concerns. Notify Project Manager of any issues or concerns that may require their notification or involvement. Administrative Responsibilities: Ensure understanding of time allotted for task from Project Manager. Management of time and task to stay on schedule and within budget. Ensure daily time reports are completed and submitted; ensure corrections/revisions are completed as necessary. Maintain project cost-effectiveness determination files, and track progress through review process to final agency decision. Implement tasks in accordance with Company standards and policies. Assist with completion of project closeout and archive records upon project completion. Maintain current understanding of applicable cost-effectiveness requirements. Work with proposals team to provide proposal, as requested. Qualifications: Bachelor's degree in Economics, Statistics, Public Policy, Finance, or a related field. A master's degree is preferred and may substitute for some years of experience. Minimum of 3 years of experience in benefit-cost analysis, economic analysis, or program evaluation, preferably in the context of federal grants and public sector projects, FEMA hazard mitigation and disaster recovery programs. Strong analytical skills with proficiency in statistical software (e.g., SPSS, SAS, R) and economic modelling tools. Knowledge of federal grant programs and regulations, especially FEMA HMA programs and CDBG requirements. In-depth understanding of FEMA's Hazard Mitigation Assistance (HMA) programs, including the Hazard Mitigation Grant Program (HMGP) and the Pre-Disaster Mitigation (PDM) program. Knowledge of federal grant regulations, policies, and guidelines related to benefit-cost analysis. Understanding of disaster risk reduction strategies and principles. Excellent written and verbal communication skills, with the ability to translate technical information into accessible reports and presentations. Detail-oriented approach with the ability to manage multiple projects and deadlines effectively. Professional certification in benefit-cost analysis or related field (Preferred) . Experience working directly with FEMA or other federal agencies involved in disaster management and hazard mitigation. Familiarity with disaster recovery planning and post-disaster economic assessments. Bilingual (Spanish and English), both oral and written Must reside in Puerto Rico Working conditions: Monday to Friday (8:00am to 5:00pm).
